1.1. This Act establishes guidelines for construction and mining in systems or on planets controlled by the New Republic. 
1.2. '''Builders''' are sentients that are authorized to build.

===Mining===
2.1. Faction-owned mines shall be protected to prevent unauthorized transfer of ownership. 
2.2. JUGANOTH Mining Corporation (JMC) shall pay all costs related to mine construction, mining, dirt haulers, and mining droids. 
2.3. Unless supplied by JMC, miners shall arrange for the hiring of dirt haulers and the production and transportation of mining droids. 
2.4. Miners are responsible for starting their mine(s) and hauling and storing the extracted raw materials. 
2.5. Miners shall provide updated raw material deposit maps of their system(s) when requested by the Minister of Natural Resources (MoNR). 
2.6. The MoNR may reallocate raw material deposits or excess extracted raw materials at any time. 

===Construction Plans===
3.1. Builders shall submit all construction plans to Minister of Civil Engineering (MoCE). 
3.2. The MoCE may change or reject construction plans, but shall explain the decision to the builder and the system governor, if applicable. 
3.3. Builders shall coordinate their construction projects with any applicable Executive entities. 
3.4. Builders shall plan, monitor, and balance relevant planetary statistics. 

===Cities and Facilities===
4.1. The New Republic shall pay for and own all city slabs, power generators, and defense facilities. 
4.2. Builders shall ensure adequate placement of defense facilities, including shield generators and computer control centres. 
4.3. The New Republic shall own at least 90% of all flats on planets controlled by the New Republic. 
4.4. Citizens of the New Republic may manage flats on planets controlled by the New Republic, but must pay for the raw materials, the construction costs, and any applicable facility fees. 

===Space Stations===
5.1.1. Faction owned space stations, including those held in trust by New Republic, shall be protected to prevent unauthorized transfer of ownership. 
5.1.2. Personal space stations shall be at least 2 space units away from planets or hyperspace entry points. 
5.1.3. A majority vote of the Senate may approve ownership of space stations by non-citizens. 
 
5.2.1. Construction of space stations shall proceed as follows: 
5.2.2. Builders must submit a written request to the governor of the system in which they wish to build, or to the MoCE or Minister of State (MoS) if the system has no governor. Permission to build by the MoCE or MoS must be granted prior to construction. 
5.2.3. Class-I and -II space stations, space colonies, medical stations, and factory stations may be physically owned by the individual or PSA building the station. 
5.2.4. Class-III and -IV space stations, and defensive stations must remain owned in trust by the New Republic or a related nationalized company, for the individual or PSA building the station. 
5.2.5. Any station not defined above must remain owned in trust by the New Republic, for the individual or PSA building the station.
