Awarded by the Chief of Military Operations no more than once every two years per officer to those who, having served in the military at least two years, have distinguished themselves throughout their career and in a command position.

• No more than once every two years
• Minimum two years of active service
• Recipient is a command officer
• Recipient has been in a command position for at least one year
• Performance of duties above and beyond peers
